ECHA Backs Approval of ADBAC/BKC and DDAC for Use as Active Substances in Disinfectant Formulations

The European Chemicals Agency’s (ECHA) Biocidal Products Committee (BPC) officially announced on October 13, 2020, that they will back the approval of alkyl (C12-16) dimethylbenzyl ammonium chloride (ADBAC/BKC) and didecyldimethylammonium chloride (DDAC) for use as active substances in disinfectant formulations falling in the scope of product-types (PT) 3 and 4. Final BPC opinions were published on the ECHA website a few weeks later. The European Commission will adopt an implementing regulation that includes the official dates of approval and expiry of the approvals.

Product-type 3 covers the products used for veterinary hygiene purposes, such as disinfectants, disinfecting soaps, oral or corporal hygiene products or with anti-microbial function, and the products used to disinfect the materials and surfaces associated with the housing or transportation of animals.

Product-type 4 covers the products used for the disinfection of equipment, containers, consumption utensils, surfaces or pipework associated with the production, transport, storage or consumption of food or feed (including drinking water) for humans and animals and the products used to be incorporated into materials which may enter into contact with food.

What does this announcement mean for formulators?

  • If all your active substances are approved for these product-types, you will need to start preparing your Biocidal Products Regulation (BPR) product dossiers for your products containing ADBAC C12-C16 and DDAC C10-10 in PT3 and PT4.   • Submit the dossiers to the competent authority of your choice within two years of the approval date.
  • Dossiers require a Letter of Access for the active(s). Stepan can provide this document to you.
